You should start farming for legendary/unique epic guns when you reach level "25". 250 at this moment is the maximum power available and can only be seen on specific epics and legendary gear. So you need to level up 5 times or reach level "25" (20+5) to start seeing some 241-249 power equipment on the store. What happens is that each time you level up, you'll gain a boost of about +10 power for all the equipment that you find or buy. The number that shows on screen will keep being 20 though.
